The Terrastar service on the 143.5E satellite is currently unavailable. 

This is due to ongoing altitude control issues with the 143.5E satellite, All other Terrastar services remain operational on IOR and POR satellites.

The latest update from Inmarsat is as follows:

Inmarsat confirms that it is currently experiencing an outage of its I-4 F1, L-band satellite, which covers the Asia Pacific region. The cause has been identified as a spacecraft attitude control issue. Inmarsat is currently implementing the specific recovery activities to establish a safe return to nominal operations as soon as possible.
The satellite providers current estimated restoration time is 15:00-16:00 UTC on the 17th of February. Further outages are expected due to this ongoing restorative maintenance of the 143.5E satellite.
